One course that will allow you to comply with the requirements for emergency communications at the "Advanced" level is completing the KY Emergency communications course.  This course includes two levels (part 1 and part 2) and the third section is a net control section.  There are 50 questions on each test and require getting 40 out of 50 questions correct to pass each of these courses.  After passing the 3 parts of the course you will receive a certificate of completion and you will be listed on their web site as passing the 3 test.  The KY Emergency Communications Courses are free.

A second course that will allow you to comply with the emergency communications course requirements is the ARRL EC-001 course.  You are not required to complete both this course and the KY Emergency Communications Course but just one or the other.  The ICS course requirements may be completed by taking online courses or in a classroom setting, if these are offered in your area.  The ICS courses are free.

You may document your course completion by sending a copy of your EC-001 certificate, wallet or wall size to RACES Certification.  Just scan your document and send it as an attachment.  You may send an email on your KY Communications Course and it can be checked from the online listing of those that have completed the course.  You can request a transcript from FEMA for all your ICS and NIMS courses and they will send a copy to you or our course manager.  You will need to get a transcript to the course manager to receive your certifications.

Net participation will be taken from net rosters.  Net control experience will be taken from the training net listings or you may just send a note on another net that you have served as net control.  Net control requirements may be met by conducting a net of any type.  Net participation will need to come from a net that uses emergency communications as their primary agenda or a formal traffic net.  To register or post training click here

Training Level:  Amateur Radio License and background check.  This certification is good for one year.
Basic Level: Amateur Radio License, background check, basic SKYWARN training, check-ins for 5 Emergency Communications Training Nets and participated in at least one Simulated Emergency Test
Advanced Level:  Amateur Radio License, background check, basic and advance SKYWARN, 5 Emergency Communications Net check-ins, served as a net control, complete the KY Emergency Communications Course or the ARRL EC-001, completion of ICS-100, 200, 700, and 800 for leadership. participated in at least two Simulated Emergency Test
